Welcome to the New Caregiver Pilot Program

In comparison to the previous program, the new Caregiver Pilot Program introduced by the Government of Canada at the end of 2019 allow caregivers to obtain more benefits. Through the new Home Child Care Provider Pilot and the Home Support Worker Pilot, caregivers will benefit from:

  • Occupation-specific work permits, rather than employer-specific, to allow for a fast change of employers if required.
  • Open work permits and/or study permits for the caregivers’ immediate family, to help families come to Canada together.
  • A clear transition from temporary to permanent status, to ensure that once caregivers have met the work experience requirement, they will be able to become permanent residents quickly.

Those who apply for the new programs will be assessed for Canadian permanent residency criteria before they start working in Canada. Once they obtain a work permit and complete two years of work experience in Canada, they will acquire their permanent residency.

The Home Child Care Provider pilot program and the Home Support Worker pilot program allow a maximum of 2,750 principal applicants per year, for a total of 5,500 principal applicants per year. Spouses, common-law partners, and dependent children will not count against these limits.

Requirements to become a permanent resident
  • 24 months of authorized full-time live-in employment, or
  • 3,900 hours of authorized full-time employment. You can complete these hours within a minimum of 22 months. When calculating your hours, you can also include up to 390 hours of overtime; and
  • The work experience must be acquired within four years of your date of arrival.
When calculating your work experience, you cannot include:
  • Any period of unemployment
  • Any extended time outside Canada. For example, if you leave Canada for longer than the period of vacation time allotted in your employment contract, that period does not count.
  • Any period you work for your employer outside Canada. For example, time spent on a family vacation outside of Canada will not count.
Applying for your family at the same time:

You must list all your family members in your application for permanent resident status. Your family members need to have medical, criminal and security screening at the time of your application even if they do not want to come to Canada with you. Family members who are not listed on your application and were not screened cannot be sponsored by you at a later date.

You and your listed family members can get permanent residency status during your application or you can sponsor your family members at a later date as long as they meet the requirements.

Work Permit Duration

All Canadian work permits have an expiration date. The only way to work in Canada permanently, or for an unspecified length of time, is to acquire permanent residency.

The Canadian Government limits the length of Canadian work permits as well as the accumulated time that non-Canadians are allowed to work in Canada. The total period of time individuals may work in Canada whether working consecutively or with gaps between permits is 48 months, or four years total.

Health Care workers are expected to make approximately 2,500.00 CAD as base salary per month (This calculation does not include over-time hours or any other benefits). At the same time, his/her spouse can work fulltime without limitation anywhere in Canada if desired. Please take into consideration that education in Canada is free for children.

  • Caregiver Position: Candidates with nursing background or individuals who have minimum 2 years of experience in the caregiver field will be preferred.
  • Childcare Position: Candidates with minimum 2 years of childcare experience are welcome to apply.

Candidates must have a minimum education equivalent to Canadian post secondary + 1 year and IELTS minimum overall score of 5 with individual score not less than 5 (General).

Your may upgrade your working skills, do volunteer work, change your marital status, or change the number of family members you have in your home country without any implications to your application.

You must list all your family members in your application for permanent resident status. Your family members need to be included in the medical, criminal, and security screening at the time of your application (even if they are not traveling with you). Family members who are not listed or were not screened will not qualify for sponsorship.

Yes, you can apply for an open work permit simultaneously to your permanent resident application. After you receive your open work permit, you will be able to work in any position you desire.

The childcare program and the caregiver program are very similar. The only legal difference is that when applying for permanent residency, the childcare providers will have to go through the Caring for Children Program
